Background:

In September of 2018, the Upper Gwynedd Township Board of Commissioners contracted with the Montgomery County Planning Commission (MCPC) to update the Township’s Comprehensive Plan. A comprehensive plan is a document designed to guide the future actions of a community. It offers a vision for the future, with long-range goals and objectives for activities that affect future land use including the location, character and timing of future development.

The Township adopted its first Comprehensive Plan in 1971. The components of the plan are outlined in Article III of the Municipalities Planning Code (MPC). It is suggested that a comprehensive plan be updated every 10 years, and our last update occurred in 2004. The focus of the plan is to revisit all the relevant aspects as outlined in the MPC to provide renewed information on our changing demographics, housing needs, parks and recreation development, the needs of the business community and more. It will establish future objectives and priorities and may offer perspectives on redevelopment, address opportunities for vacant properties and properties in transition as well as streetscape improvements, walkability and transportation issues and the protection of natural and historic resources.

The MCPC through their Resolution 70-3, dated March 11, 1970 established policies for local planning assistance, a cost sharing formula and a schedule of fees and charges by which the services of MCPC’s staff was offered to assist the 62 municipalities in the county. Through this cost sharing program, the Township is responsible for 50% of the total cost of the update. The process for the update will begin in September 2018 and the projected time frame to completion is 24 – 30 months. Our comprehensive plan runs parallel to the Montco 2040 Vision Plan which is a generalized goal-oriented conceptual plan.

The Upper Gwynedd 2040 Comprehensive Plan Steering Committee has completed a draft community vision statement based on preliminary data research, the community survey, and the public workshop. The vision statement is intended to broadly demonstrate what Upper Gwynedd Township is now, and what it hopes to be by 2040.         clock

Thank you to everyone who participated in the survey in 2019. In total 397 people responded to the survey. See the full survey results here. Stay tuned for the second Open House in Fall 2020 where you can see more draft materials of the plan including a land use map, goals, and objectives and provide your input. 

March 20, 2019

Approximately 60 residents attended our first public open house to share their vision for the Township's future. The Township meeting room was divided into neighborhoods and volunteers facilitated conversations from a list of relevant questions. 

February 20, 2019

Open House #1 was postponed due to inclement weather.

January 16, 2019

At the January steering committee meeting, we reviewed the results of a goal ranking activity that came out of our Preserve Enhance Protect (PET) exercise. The committee then reviewed draft survey questions and provided feedback. The remainder of the meeting was used to go over the structure of the February Open House and assign people to specific tables. The public will be able to give feedback on their neighborhoods, parks and open space, transportation and walkability, and take part in a PET exercise.

December 19, 2018

At the December steering committee meeting, there was a presentation on Township demographics, land use, and natural resources. The PET exercise results were compiled and reviewed with the group. The committee did an exercise in ranking draft goals and recommendations that were presented. The future meeting topic schedule was also reviewed.

November 15, 2018

The November meeting was cancelled due to inclement weather.

October 18, 2018

At our October meeting, there was a presentation on the required components of a comprehensive plan, why comprehensive planning is important, and a timeline for the Upper Gwynedd steering committee meetings. The duties of being a steering committee member were reviewed. The group also did a Preserve, Enhance, Transform (PET) exercise and discussed what they would preserve, enhance, and transform about the Township. Each member shared one overall goal they have for the Township.

Fall 2018 Update: 

Upper Gwynedd Township has formed a steering committee comprised of various community stakeholders to guide the Upper Gwynedd Comprehensive Plan 2040 process in coordination with the Township and the Montgomery County Planning Commission.

An essential part of this process is developing a vision to inform the goals and objectives of the plan to help determine how the community envisions the future of Upper Gwynedd through the next twenty years.

Please join us at the Upper Gwynedd Comprehensive Plan 2040 Public Workshop to learn more about the comprehensive plan and help to develop a community vision for the future of the Township.

The workshop will be held on Wednesday, February 20th from 5:30 PM - 8:30 PM at the Township Building.
