Mission Statement: 

"Upper Gwynedd Township’s elected officials and staff shall provide innovative, safe, transparent and fiscally responsible services, and shall respond to the needs of all residents, businesses and visitors of the Township in a timely and respectful manner." 

The Township Manager is the Chief Administrative Officer of the Township. Appointed by the Board of Commissioners, the Manager oversees the operation of all Township Departments. The coordination and oversight of the daily business of the Township, in association with the Department Heads, falls within the responsibilities of the Township Manager.  These departments include: Finance, Code Enforcement, Public Works, Wastewater, Park and Recreation, and Police (budget only).

In addition, the Manager is responsible for the administration of policy decisions and directives that are made by the Board of Commissioners.

The Manager establishes the monthly agendas for discussion and consideration by the Board of Commissioners.

Sandra Brookley Zadell, Township Manager

Sandra is a graduate of the University of Massachusetts with a Bachelor of Arts in Political Science and of Villanova University with a Master of Public Administration. After working in social work for several years, she began her career in municipal government as the Special Projects Coordinator and later the Assistant Township Manager at Doylestown Township. After 7 years at Doylestown, Sandra left and was appointed as Chalfont Borough Manager, a position she held for 5 years. Sandra was hired to lead the team at Upper Gwynedd Township in April 2019. She is currently a member of the Villanova MPA Diversity Committee and served until her move to Montgomery County as the President of the Bucks County Consortium of Communities and previously served on the Executive Board of the Association for Pennsylvania Municipal Management. Sandra is a strong believer in the importance of local government and has an open-door policy for all residents and staff. She and her husband, Will, reside in Doylestown with their 2 sons, Will and Nolan.
