The Finance Department is responsible for the recording and investment of all revenues and for the disbursement of all funds in compliance with the annual budget as approved and/or amended by the Board of Commissioners. The Finance Department is also responsible for the billing and collection of sewer utility rentals, rebillable land development expenses, miscellaneous expenses, and project grants / awards. In addition, the Finance Department prepares the annual budget, maintains the fixed asset records, processes payroll, and administers our pension plans.
The Township adheres to the modified accrual basis of accounting and maintains all financial records in strict conformance with generally accepted accounting principles. The financial records are independently audited annually by Maillie, Falconiero & Co., LLP, Certified Public Accountants, which issues audited financial statements that are available for public review. In addition, the Auditor General's Office of the Commonwealth of Pennsylvania also conducts periodic audits of Township records relating to the Township's use of State funds.

Brill was hired as the Finance Director for the Township in April
2010. As our Finance Director, Dave coordinates, administers
and supervises all accounting, budgetary, and financial affairs of
the Township. He also serves as a member of the Township's
Police Pension Board, Township's Non-Uniformed Pension Committee,
the Montgomery County Earned Income Tax Collection Committee, and
the Government Finance Officers Association.
Dave served in the United States Air Force after graduating from Marian Catholic High School. After serving in the Air Force, Dave obtained a Bachelor of Science Degree in Accounting from Pennsylvania State University. Dave then began his professional business career in public accounting working 4 years between two of the then Big Eight firms; namely, Ernst & Whinney (Pittsburgh office) and KPMG (Allentown office). He left public accounting in 1988 after becoming a certified public accountant in the state of PA (CPA) and joined Air Products and Chemicals as a financial analyst. At Air Products he held various supervisory and non-supervisory positions over a 16 year period within the Controllership function and earned many awards and recognition for identifying ways to improve profitability and achieve operational objectives. While at Air Products Dave went to school at night and obtained a Masters in Business Administration (MBA) from Lehigh University. In 2005 Dave started his local government career as the Finance Director of Tredyffrin Township Chester County. While at Tredyffrin Township Dave lead the management team responsible for the write-up of a comprehensive employee handbook, improved management fiduciary oversight by a major overhaul of the budget process and monthly financial reporting, reduced costs by discontinuing products and or services that were duplicative or of limited value, and improved internal controls by reviewing processes for weaknesses and implementing appropriate changes. He held that position for 5 years until coming to our Township.
