The Code Enforcement and Building & Zoning Department is responsible for handling all zoning, planning, land development, and subdivision matters. The department is responsible for the issuance of Building, Plumbing, and Use and Occupancy Permits and performs field inspection of all construction projects.

Bill Lawrence was born and raised in Saint Peters Village in Chester County, PA. After graduating from Owen J. Roberts High School, he attended the Wharton School of the University of Pennsylvania and earned a Bachelor of Science Degree in Economics. He holds certifications from the International Code Council and the State of Pennsylvania as a Building Code Official, a Residential Building Inspector, and a Commercial Building Inspector. After graduating from college, he began his career working in the construction industry from 1973 until 1984 when he was hired by Upper Gwynedd Township as the Code Enforcement Officer.
Bill is married and the father of two adult children and grandfather of three. He enjoys playing golf, hunting and fishing and woodworking.
